The Legality of DAP in the Eyes of P-Noy

 The Supreme Court has already made their decision; they said that Disbursement Acceleration Program or DAP is unconstitutional. But President Aquino instead to accept it, he was attacked the high court during his National Address held on July 14, 2014. He said that DAP is not really illegal and it is based on our constitution. The said fund is just a saving of the government and the Aquino Administration is using it for any important projects. They don’t need to wait for too long before they can take an action because it doesn’t undergo on the Congress to release the fund.

The President is appealing to the Supreme Court that they would change their decision, declare DAP as legal. But of course the Sereno Court is very firm with their decision. It seems that P-Noy didn’t know that the Judiciary is independent and it could not be dictated even by a President. They got the sympathy of the people by throwing the DAP. It only meant that they are listening to the clamor of the people. If this is legal, why the Supreme Court vote 13-0? It is only means that they don’t have a right to implement DAP. If the Aquino Administration is sincere to overhaul the entire system of the government; they should accept the Supreme Court’s decision. Don’t push the thing that is already forbidden. 

Because of P-Noy’s attitude the employers made a protest against him. They accused the President that he is a dictator. Aside from interfering with the decision of the Supreme Court, he was also confronted the court regarding their Judicial Fund Development. They defended that it is just a small fund compare to DAF and PDAF. They said that the President is harassing them for not giving him a favor. It seems that P-Noy is acting like a child, when he can’t get what he wants he became frustrated that’s why he tantrums. 

The creator of DAP, no other than the Department of Budget Management Secretary Butch Abad was already given his resignation letter to the President; but he don’t sign it. What friends are for? Maybe P-Noy don’t want to lose him in his Cabinet because of Sec. Abad’s contribution in his political career or he only believe that DAP is a big help for his allies, I mean for the country. As of now, maybe P-Noy is problematic because there are groups want him to be impeached because of DAP.
